![]() Bluff Country Multi-County Housing and Redevelopment Authority was formed in 1991 to serve Fillmore and Houston Counties. The HRA is administered by Semcac Community Development. The HRA has a board that is made up of four board members. Each of the counties commission two residents of their county to serve on the board. Current board members are:
The Bluff Country HRA has partnered with the City of Spring Grove and will be administrating the TIF district for their newest housing district. Four Season Acres is a 17 lot district that will be a wonderful addition to the city. It is located off of 2nd Ave. S.E. with lots being sold by J.C. Nerstad of Four Season Maintenance. It is administered through the Bluff Country HRA and qualifying lenders. Mortgage funds are set aside for Fillmore and Houston Counties each spring. The Comprehensive Assessment of Housing Needs for Fillmore County, Minnesota was completed by Maxfield Research in January of 2003. The study was commissioned by the HRA.
